In Outer La Noscea: "Make it Rain."

In East Shroud: "The Enmity of My Enemy." 

This one you need to talk with Mianne Thousandmalm at X: 28.2, Y:20.3

This will spawn "The Enemy of My Enemy."

After completing this quest- stay for "The Enmity of My Enemy"

For the leves tab you will need to complete the following:

In Northern Thanalan: Necrologos: Pale Oblation

In Coerthas Central Highlands- An Imp Mobile from Lodille. This is on the Maelstrom tab.

In Mor Dhona- The Awry Salvages from Eidhart. This is in the Twin Adder tab.
